(AP) ? President Barack Obama is calling on Congress to increase taxes on millionaires, reviving a proposal he first pitched last September that aims to draw sharp election-year lines between the president and the Republican opposition.

The plan, scheduled for a vote in the Democratic-controlled Senate on April 16, stands little chance of passing in Congress. But it is a prominent symbol of the efforts the president and congressional Democrats are making to portray themselves as champions of economic fairness. Republicans dismiss the idea as a political stunt with little real effect on the budget.

"We don't envy success in this country. We aspire to it," Obama said in his Saturday radio and Internet address. "But we also believe that anyone who does well for themselves should do their fair share in return, so that more people have the opportunity to get ahead ? not just a few."

Obama calls the plan the "Buffett Rule" for Warren Buffett, the billionaire investor who has complained that rich people like him pay a smaller share of their income in federal taxes than middle-class taxpayers. Many wealthy taxpayers earn investment income, which is taxed at 15 percent. Obama has proposed that people earning at least $1 million annually ? whether in salary or investments ? should pay at least 30 percent of their income in taxes.

The push for the Buffett Rule comes as millions of Americans focus on their taxes with the approach of this year's April filing deadline.

It also draws renewed attention to the effective tax rate of Republican presidential front-runner Mitt Romney, a millionaire who is paying 15.4 percent in federal taxes for 2011 on income mostly derived from investments.

By contrast, the top nominal rate for taxpayers with high incomes derived from wages, not investments, is 35 percent.

In his remarks Saturday, the president encouraged listeners to pressure their members of Congress "to stop giving tax breaks to people who don't need them."

While the plan would force millionaires and billionaires to part with more of their money, Congress' Joint Committee on Taxation estimated that if enacted, legislation reflecting Obama's proposal would collect $47 billion through 2022 ? a trickle compared with the $7 trillion in federal budget deficits projected during that period.

Obama also renewed his call for ending tax cuts for taxpayers earning more than $250,000. Those breaks, enacted during President George W. Bush's first term, expire at the end of this year.

"Today, the wealthiest Americans are paying taxes at one of the lowest rates in 50 years," Obama said. "Warren Buffett is paying a lower rate than his secretary. Meanwhile, over the last 30 years, the tax rates for middle-class families have barely budged."

The new effort comes just days after the Senate fell short of the 60 votes needed to advance Obama-initiated legislation that would have ended $4 billion in annual subsidies to oil and gas companies. Two Republicans voted with Obama and four Democrats voted against him.

In the Republican address, House Speaker John Boehner challenged Obama to get behind energy proposals backed by House Republicans, sustaining a GOP drive to blame the administration for high gas prices in an election year. Boehner called for more oil and gas production in federal lands and for a freeze in new regulations over refineries.

He criticized Obama for pushing the anti-oil subsidy bill and for pressing Senate Democrats to vote down an effort to jump-start an oil pipeline project from Canada to refineries on the Texas Gulf Coast. He said Obama, in a meeting with congressional leaders a month ago, had shown a willingness to embrace some House Republican energy ideas.

"It was a new sign of hope, but unfortunately, only a brief one," Boehner said.

"The pain at the pump is an urgent issue for hardworking taxpayers and it deserves the same urgency from leaders here in Washington," he added.

Flying? New brochure offers travel tips for passengers of size

A downloadable, four-page brochure titled ?Travel Tips for People of Size??offers tips for packing, booking flights, choosing seats, traveling to and through airports and getting on and off airplanes. A description of each airline's passengers-of-size policy is included, along with recommendations for ways that travel agents can help a passenger of size have a comfortable flying experience.

?Airline travel, in particular, is such a hot topic for fat people,? said Peggy Howell, spokeswoman for the National Association to Advance Fat Acceptance (NAAFA). ?Some have mobility issues and the trip from the curb to the gate is daunting. Some people are concerned that they may not be able to move quickly enough to make connecting flights. And we often get questions about which airlines have policies regarding?the purchase of?two seats.?

Howell said the brochure, which was created with input from the Association for Airline Passenger Rights (AAPR), will help passengers of size make informed travel decisions and avoid some uncomfortable situations, such as being publicly humiliated by being called out of line to buy a second seat.

?The reality is that purchasing a second coach seat, sharing a third seat with a fellow traveler of size, or considering an upgrade to business or first class may be the most appropriate choice,? said Tony Harrell, owner of Abundant Travel, based in Alexandria, Va.

The brochure recommends that passengers of size book a second seat when flying Southwest, American and Jet Blue. United may require passengers of size to purchase a second seat if they are unable to fit in a single seat with both armrests down. The brochure also suggests that travelers check their airline's policy at the time of flying.

?Air travel these days is not a pleasant experience, but as passengers we?re all in this together,? said AAPR executive director Brandon?Macsata. ?So if traveling can be easier and more pleasant for people of size, it will be more pleasant for people of all sizes.?

In addition to urging travelers to choose airlines that are ?people-of-size friendly,? the brochure also offers these tips:

  • A window seat will give you a little more shoulder room but hip room remains the same. The average seat is (approximately) 18 inches wide.
  • While you can discreetly ask your flight attendant for a seat belt extender as you board, you may find it more convenient to carry your own. (A list of sites that sell seatbelt extenders is included.) ?
  • Smile and say hello to your seat mates. It is harder to be annoyed with someone if they are being nice.
  • Washroom size may?be an issue. Try to plan accordingly

?I?m going to print out the brochure and take it with me when I travel,? said Carole Cullum, a Minnesota resident who usually purchases a second airline seat.

?Society thinks people of size want special accommodations on airplanes, without respect for others,? said Janie Oyakawa, a 34-year-old person of size from McKinney, Texas. ?But we just want to know exactly what the deal is, and this brochure removes a lot of the guesswork.

?My hips might be wider,? she said, ?but my money is just as green as the next person's and I want to travel and see the world.??

[A] stirring, emotional portrait of a high school football team in the impoverished neighborhood of North Memphis, Tenn.

It's a bit too long and a bit too vague at times, but this is a film about dedication, progress and the bond of human effort. It just also happens to include football.

"Undefeated'' needs less of what we know we've seen (the football stuff) and more of the players' and coaches' lives, which even if we feel we've seen, we haven't.

What makes this a terrific film is how much we care about the players.

For all its good intentions, the film, like its main subject, is a tourist, earning trust as it earnestly captures the incredible struggles of these young men, but never digging deep enough to actually make the story theirs.

A touching documentary that offers a field-level portrait of male mentorship, compassion and unvarnished hope - all without a Hollywood ending.

It is a powerful reminder of the difference one person can make -- and of the consequences when no one is willing to make that difference.

What lifts 'Undefeated' above other sports docs is the remarkable force of Bill Courtney's personality.

It may call to mind The Blind Side or Remember the Titans, but there's no Hollywood glitz in the blighted burg of Manassas.

I regret that we don't meet more of Courtney's players, but that might have required a miniseries rather than a movie. And "Undefeated" makes sure the coach who is its central figure is more complex and fascinating than most fictional movie characters.

The hardened inner-city kids here are far more authentic than anything Hollywood can offer, and as a result the film has a raw emotional weight that commercial features rarely achieve.

Katherine Hepburn famously said of her slim physique: "What you see before you is the result of a lifetime of chocolate." New evidence suggests she may have been right.

Beatrice Golomb, MD, PhD, associate professor in the Department of Medicine at the University of California, San Diego, and colleagues present new findings that may overturn the major objection to regular chocolate consumption: that it makes people fat. The study, showing that adults who eat chocolate on a regular basis are actually thinner that those who don't, will be published online in the Archives of Internal Medicine on March 26.

The authors dared to hypothesize that modest, regular chocolate consumption might be calorie-neutral ?in other words, that the metabolic benefits of eating modest amounts of chocolate might lead to reduced fat deposition per calorie and approximately offset the added calories (thus rendering frequent, though modest, chocolate consumption neutral with regard to weight). To assess this hypothesis, the researchers examined dietary and other information provided by approximately 1000 adult men and women from San Diego, for whom weight and height had been measured.

The UC San Diego findings were even more favorable than the researchers conjectured. They found that adults who ate chocolate on more days a week were actually thinner ? i.e. had a lower body mass index ? than those who ate chocolate less often. The size of the effect was modest but the effect was "significant" ?larger than could be explained by chance. This was despite the fact that those who ate chocolate more often did not eat fewer calories (they ate more), nor did they exercise more. Indeed, no differences in behaviors were identified that might explain the finding as a difference in calories taken in versus calories expended.

"Our findings appear to add to a body of information suggesting that the composition of calories, not just the number of them, matters for determining their ultimate impact on weight," said Golomb. "In the case of chocolate, this is good news ?both for those who have a regular chocolate habit, and those who may wish to start one."

(AP) ? The U.S. military bans alcohol for its troops in Afghanistan, but that doesn't stop some soldiers from having a bottle or two stowed away in their gear ? a fact highlighted by investigators probe into whether alcohol played a role when a U.S. sergeant allegedly carried out a killing spree that left 16 Afghans dead.

U.S. investigators have determined that the suspect had been drinking alcohol prior to leaving the base the night of the attack, a senior U.S. defense official said Friday. How much of a role alcohol played in the attack is still under investigation, said the official, speaking on condition of anonymity because charges have not yet been filed.

Like many rules in a war zone, the U.S. military's General Order No. 1 forbidding alcohol in both Afghanistan and Iraq is not always followed to the letter. Even in these strictly Muslim countries, there are ways to access liquor. Amid the tight-knit camaraderie of a stressful battlefield, officers sometimes turn a blind eye ? or even partake themselves.

In Iraq, booze was easy to come by in Baghdad's Green Zone and on some bases. In Afghanistan, soldiers from many other NATO countries are allowed to imbibe. That means there's some "alcohol spillover" to American troops on large multinational bases. In both countries, foreign contractors dealing with the U.S. military ? most of whom were not covered by the order ? bring in their own supplies and are a source that soldiers can turn to.

German troops stationed in northern Afghanistan are allowed two beers a day at their main base in northern Afghanistan, but not at smaller camps. In Kabul, one military base that mainly houses European troops boasts two liquor stores.

On Kandahar Air Field, the main international base in southern Afghanistan, Canadian forces used to have regular beer nights before they pulled their forces out this past summer. Each person was limited to two beers and half a bottle of wine.

At these large installations, U.S. soldiers also sometimes manage to get alcohol in packages sent by family and friends, often hidden in other types of bottles.

Finding alcohol is more difficult in more remote areas of the country or on smaller bases, like the one from which the soldier allegedly slipped out to start his shooting spree.

Some rural Afghans make homemade wine out of raisins but in general few Afghans drink ? so alcohol would have to be brought in by soldiers or brewed using local ingredients.

A senior U.S. defense official told The Associated Press earlier this week that investigators had found alcohol at the soldier's base, Camp Belambai in Panjwai district. The official spoke anonymously to discuss an ongoing investigation.

The suspect, a 38-year-old staff sergeant whose name has not been released, is said by military officials to have left the base at 3 a.m. on Sunday, walking to two nearby villages where they say he barged into homes and opened fire, killing 16 people, including nine children.

The sergeant's lawyer, Seattle attorney John Henry Browne, disputed reports that a combination of alcohol, stress and domestic issues caused the suspect to snap. He said the family said they were unaware of any drinking problem. He said that a day before the rampage, the soldier ? who was on his fourth tour after three tours in Iraq ? saw a comrade's leg blown off.

The U.S. military's General Order No. 1 forbids "possessing, consuming, introducing, purchasing, selling, transferring, or manufacturing any alcoholic beverage" in both Iraq and Afghanistan. Soldiers found violating the order can face discharge or criminal charges.

War zone deployments have not always been so ascetic, of course. During the Vietnam era, drinking was allowed and both drinking and drug use were common among soldiers. At that time, raucous, alcohol-fueled nights out on the town in Saigon were routine.

But as men returned from Vietnam as alcoholics and drug addicts, the military started to revisit its substance abuse policy. In 1971, the government required all military branched to identify substance abusers and provide treatment and rehabilitation. More than 20 percent of soldiers tested positive for drugs when the Army started screenings, according to U.S. military figures.

Then, when the U.S. sent peacekeepers to the Balkans in the 1990s, commanders went further and banned all alcohol for the deployed troops.

Because of the risks of sneaking in alcohol, most U.S. soldiers simply get by without it during their tours in Afghanistan. They buy nonalcoholic beer in stores on base for the familiar taste. Those looking for a buzz take up smoking or chewing tobacco.

There are many more stories of U.S. soldiers on small outposts abusing prescription drugs or smoking easily available hashish. Drug abuse is a rampant problem in the Afghan army and U.S. soldiers have been known to start smoking up alongside their Afghan counterparts.

On remote, hilly outposts, soldiers often make it through the night with sleeping pills and joints get passed around. Some become addicts. Most say they're doing what they have to, facing a morning that could bring a new firefight or a roadside bombing on their patrol.

In Iraq in 2006, a U.S. soldier stationed near Mahmoudiya raped and killed a 14-year-old Iraqi girl and killed her parents and sister. Steven Dale Green, a former 101st Airborne soldier, was sentenced to five life terms for the crime. He said in a later interview that drugs and alcohol were prevalent at his checkpoint south of Baghdad. He also said that he had been taking a mood-regulating drug to help him deal with the traumatic events he'd seen.

Green said by the time he committed the murders he had seen so much violence and so many people killed that he had stopped thinking of Iraqi civilians as humans.

"I was crazy," Green said in 2010 telephone interview from federal prison in Tucson, Arizona. "I was just all the way out there. I didn't think I was going to live."

'Ahead-of-time' snowmelt triggers chains of events in the Mormon Fritillary butterfly

Early snowmelt caused by climate change in the Colorado Rocky Mountains snowballs into two chains of events: a decrease in the number of flowers, which, in turn, decreases available nectar. The result is decline in a population of the Mormon Fritillary butterfly, Speyeria mormonia.

Using long-term data on date of snowmelt, butterfly population sizes and flower numbers at the Rocky Mountain Biological Laboratory, Carol Boggs, a biologist at Stanford University, and colleagues uncovered multiple effects of early snowmelt on the growth rate of an insect population.

"Predicting effects of climate change on organisms' population sizes will be difficult in some cases due to lack of knowledge of the species' biology," said Boggs, lead author of a paper reporting the results online in this week's journal Ecology Letters.

Taking into account the butterfly's life cycle and the factors determining egg production was important to the research.

Butterflies lay eggs (then die) in their first summer; the caterpillars from those eggs over-winter without eating and develop into adults in the second summer.

In laboratory experiments, the amount of nectar a female butterfly ate determined the number of eggs she laid. This suggested that flower availability might be important to changes in population size.

The combined effects of snowmelt in the two consecutive years explained more than four-fifths of the variation in population growth rate.

"Because species in natural communities are interconnected, the effects of climate change on any single species can easily be underestimated," said Saran Twombly, program director in the National Science Foundation's Division of Environmental Biology, which funded the research.

"This study combines long-term, data models, and an understanding of species interactions to underscore the complex effects climate change has on natural populations."

"It's very unusual for research to uncover a simple mechanism that can explain almost all the variation in growth rate of an insect population," said David Inouye, a biologist at the University of Maryland and co-author of the paper.

Indeed, "one climate parameter can have multiple effects on an organism's population growth," Boggs said. "This was previously not recognized for species such as butterflies that live for only one year.

"We can already predict that this coming summer will be a difficult one for the butterflies," she said, "because the very low snowpack in the mountains this winter makes it likely that there will be significant frost damage."

"Long-term studies such as ours are important to understanding the 'ecology of place,' and the effects of weather and possible climate change on population numbers," said Inouye.

"This research is critical to assessing the broader effects of weather on an ever-changing Earth," he said. "By facilitating long-term studies, field stations such as the Rocky Mountain Biological Laboratory are an invaluable asset."

'Ahead-of-time' snowmelt triggers chains of events in the Mormon Fritillary butterfly

Early snowmelt caused by climate change in the Colorado Rocky Mountains snowballs into two chains of events: a decrease in the number of flowers, which, in turn, decreases available nectar. The result is decline in a population of the Mormon Fritillary butterfly, Speyeria mormonia.

Using long-term data on date of snowmelt, butterfly population sizes and flower numbers at the Rocky Mountain Biological Laboratory, Carol Boggs, a biologist at Stanford University, and colleagues uncovered multiple effects of early snowmelt on the growth rate of an insect population.

"Predicting effects of climate change on organisms' population sizes will be difficult in some cases due to lack of knowledge of the species' biology," said Boggs, lead author of a paper reporting the results online in this week's journal Ecology Letters.

Taking into account the butterfly's life cycle and the factors determining egg production was important to the research.

Butterflies lay eggs (then die) in their first summer; the caterpillars from those eggs over-winter without eating and develop into adults in the second summer.

In laboratory experiments, the amount of nectar a female butterfly ate determined the number of eggs she laid. This suggested that flower availability might be important to changes in population size.

Does Marriage and Childbirth Make Us Miserable? | Psychology ...

After marriage your well-being dips and after divorce it rises; after childbirth, relationship satisfaction is permanently below its pre-birth level?so says a meta-analysis of 2,159 studies, published this week in the Journal of Personality and Social Psychology. Sound dire? It is. But keep reading?the reasons for these dips and rises give us married-with-children types hope.

"It turns out that in the period before marriage, well-being goes way up," says Maike Luhmann, PhD, postdoctoral researcher in psychology in the Cacioppo Lab at the University of Chicago, and lead author of the study (who I talked to in the spirit of my book, Brain Trust).

And so the well-being dive after marriage is, in fact, a return to the level you were at before the pre-wedding bliss period, when bluebirds draped you in garlands and the forest creatures were your bestest friends. Similar is true of divorce: well-being is so terribly low in the period just before a divorce that after the event itself, the well-being boost brings you back to your baseline?where you were at before all the badness started.

Instead of looking two months before and four months after, taken a year before marriage and a year after, the event has little effect on well-being.

"Interestingly, though, an earlier study showed that some couples continue to drop through the well-being floor after marriage?they go lower than their baselines?and these couples are much more likely to get divorced," Luhmann says.

So what about childbirth?

"We actually find a steeper decrease in well-being for men, suggesting that women's well-being does not suffer as much from having children as men's well-being," says Luhmann. "But, of course, while this might be true for some men, it certainly wasn't true for all?hopefully including my husband."

So how can a you and yours remain happy while married with kids? It helps to look at the chunk of happiness that takes a baby dive.

"Relationship satisfaction after childbirth is permanently below its prebirth level. The long-term effects of childbirth on life satisfaction are also negative but not quite as severe," writes Luhmann.

But while relationship and life satisfaction go down, something called affective well-being goes up. This affective well-being is the balance of your pleasant and unpleasant experiences. After kids (believe it or not as you burn breakfast while trying to get matching socks on matching kids), most people have a more positive balance of good-vs-bad experiences after the birth of a child. The question for your overall well-being is whether these experiences can outweigh your decrease in relationship and life satisfaction.

To know the answer, "One would have to know how people would weigh affective well-being and relationship and life satisfaction. For instance, does experiencing a one point gain in affective well-being feel the same as experiencing a one point drop in relationship and life satisfaction?" Luhmann says.

Still, her words hold the key to married-with-children well-being: Be happy in the moment with your kids.

By gathering powerful positive experiences with your kids, you can hope to outweigh potential losses in life and relationship satisfaction.
