Not-so-permanent permafrost: 850 billion tons of carbon stored in frozen Arctic ground could be released

ScienceDaily (Oct. 25, 2012) ? As much as 44 billion tons of nitrogen and 850 billion tons of carbon stored in arctic permafrost, or frozen ground, could be released into the environment as the region begins to thaw over the next century as a result of a warmer planet, according to a new study led by the U.S. Geological Survey. This nitrogen and carbon are likely to impact ecosystems, the atmosphere, and water resources including rivers and lakes. For context, this is roughly the amount of carbon stored in the atmosphere today.

The release of carbon and nitrogen in permafrost could exacerbate the warming phenomenon and will impact water systems on land and offshore according to USGS scientists and their domestic and international collaborators. The previously unpublished nitrogen figure is useful for scientists who are making climate predictions with computer climate models, while the carbon estimate is consistent and gives more credence to other scientific studies with similar carbon estimates.

"This study quantifies the impact on Earth's two most important chemical cycles, carbon and nitrogen, from thawing of permafrost under future climate warming scenarios," said USGS Director Marcia McNutt. "While the permafrost of the polar latitudes may seem distant and disconnected from the daily activities of most of us, its potential to alter the planet's habitability when destabilized is very real."

To generate the estimates, scientists studied how permafrost-affected soils, known as Gelisols, thaw under various climate scenarios. They found that all Gelisols are not alike: some Gelisols have soil materials that are very peaty, with lots of decaying organic matter that burns easily -- these will impart newly thawed nitrogen into the ecosystem and atmosphere. Other Gelisols have materials that are very nutrient rich -- these will impart a lot of nitrogen into the ecosystem. All Gelisols will contribute carbon dioxide and likely some methane into the atmosphere as a result of decomposition once the permafrost thaws -- and these gases will contribute to warming. What was frozen for thousands of years will enter our ecosystems and atmosphere as a new contributor.

"The scientific community researching this phenomena has made these international data available for the upcoming Intergovernmental Panel on Climate Change. As permafrost receives more attention, we are sharing our data and our insights to guide those models as they portray how the land, atmosphere, and ocean interact," said study lead Jennifer Harden, USGS Research Soil Scientist.

The article "Field information links permafrost carbon to physical vulnerabilities of thawing" was published in the journal Geophysical Research Letters.

Joanne?s Mom, Martha, works in the kitchen


?I retired from nursing,? says Doris Fischer, veteran of twenty-six years as Bismarck Burleigh Public Health Nursing Director. ?I never thought I?d have to keep on doing it. And caretaking is harder when it?s your own family.

Many women are faced with the need to care for elderly family members, spouses or neighbors, sometimes while tending their own children. They can feel overwhelmed. Problems such as caretaker stress, finding in-home care, deciding whether to take away the car, choosing an assisted living facility, or making a smooth transition to new living arrangements can loom large. Several local women have forged their own answers to these and other questions.

Twice a day, Doris had coffee with and ?looked in? on her elderly neighbor Alma. She helped Alma with groceries and other tasks. They had a good relationship until Alma transitioned to assisted living farther away. Doris could no longer maintain the contact as closely as she would have liked. She felt badly but took comfort in the memory of the quality time they did enjoy together. Then recently, Doris?s husband developed medical problems resulting in many surgeries. Seeking specialized care, they traveled to Mayo Clinic in Rochester, MN. Even with a nursing background, it?s been a roller coaster ride for her, keeping up with the medical visits, travel and the home care of her husband. She relies on her family to lend a helping hand.

Joanne Swonger, married mother of two, shares her home with her 93-year-old mother Martha. Her mother enjoys doing her part to make the household run, such as food preparation, folding laundry and other practical matters. She also strives to preserve a zone of ?personal space,? saying to Joanne?s family, ?You go do that together as a family ? I don?t need to go.? Joanne feels that a sense of mutual respect and a willingness to talk about concerns have made their live-in relationship work. Joanne is available to drive her mom, who no longer feels comfortable driving in the bustling city traffic. When the Minot flood overtook Martha?s house and she had to deal with recovery through FEMA, she gave her power of attorney to Joanne to help her bear the business end of the cleanup.

When meeting with agencies or health professionals, Joanne and her mother have found there is a temptation not to listen to an elderly person if a younger person is present to communicate for them. ?It?s important that the younger companion focus the attention on the older individual so they can be genuinely heard,? said Joanne.

Juggling a distance care situation, Judy Nabben and her husband have increasingly been helping her 90+-year-old parents who live in Rugby. Her father has some hearing loss, making it difficult to arrange for Bismarck medical appointments over the phone. ?Dad agreed to include my name on the ?release of information? form so I could make appointments on his behalf,? said Judy. ?It is so much easier for me to call and arrange doctor visits and checkups so we can plan his travel.?

When it became necessary to select an assisted living facility for their mother, Cheryl Langei and her sister chose The Terrace, a 40-room Bismarck care center. Since her mother suffered from dementia, they thought she would have less trouble recognizing the modest number of staff and residents. She liked the way her mother was included in appropriate activities such as folding towels or decorating. It made her feel a part of the residence family. The staff was very understanding. ?In one instance my mom thought the dining room was a restaurant, so she would leave a small tip after she finished eating,? said Cheryl. ?The wait staff would place the tip money back in my mom?s purse for use the next time she came to eat.?

For Cheryl, placing her mother into assisted living was ultimately a great relief. She no longer worried about her mom?s safety around the stove and stairs, that she would take too many pills, or that she would wander out in the winter and get frostbite. Her mother realized she needed care because six months earlier she had become lost and frightened while driving. By living in the care facility, Cheryl?s mom eliminated the stress of tasks like mowing, shoveling, repairs and buying groceries. It was a simpler life. ?The biggest thing for the family ? they feel guilty, like they?re sending their child to school for the first time, into the unknown,? said Cheryl. ?I think they should just try it. Placing Mom in assisted care turned out well for us. Loneliness can turn to depression. We all need companionship.?

Leslie Peterson?s brother would check in on their mother Geri who had lived on the family farm her whole life. One day their mother began cooking a hamburger, left to pay a bill, and forgot the hamburger. She realized something was not normal and the potential existed for danger. Together the family consulted a doctor and a neuropsychologist who conducted several vitamin deficiency and memory tests. Geri was already experiencing the moderate stages of Alzheimer?s disease.

When she entered assisted living, Geri made a big adjustment from living alone on the farm to the active social environment. As she lost memory capacity, even simple things she did to pass the time became difficult. She couldn?t remember the steps to her needlework and couldn?t remember the content of previous chapters she had read in her books.

Leslie?s mother had two long-term care insurance policies which together should have covered the cost of her assisted living. However, one of the companies did not want to cover her mother?s situation even though the doctor said she could not pass certain memory tests. After five or six months of struggling to get the company to cooperate, Leslie found out that if the insured person was unable to perform certain daily living tasks such as being able to feed, clothe and bathe herself, then the insurer would pay her assisted living bill. Even though her mother was able to bathe herself and wanted to be as independent as possible, Leslie waited for a moment when her mother was most cooperative and convinced her to let the nurses help her bathe. Only then, when Geri accepted help in that and one other area, would the insurance company pay for her residency. Leslie says, ?Here was someone who had planned for long-term care, and yet when the time came, could not collect on the insurance because of a technicality. My advice is to double-check the criteria your long-term care insurers use for payment to dementia and Alzheimer?s patients.?

Leslie?s mom has passed on, but Leslie reflects, ?I feel greatly relieved and glad that she no longer suffers. She left us before her body left us. Somehow she remembered we were her family, even if she didn?t remember our names.?

Local business woman heads to Penistone Market - Postcode Gazette

You may know about Penistone Market that is run every Thursday, but did you know there is also a Saturday market?

At the Saturday market, Keely Robinson, local Chapeltown business woman holds a stall selling quality crafted children's accessories and children's wear.

She runs a business called 'Little One's Clothing' and has been a big hit with locals in Chapeltown and has now started to sell her products at Penistone Market and has been a big hit there too.

As well as visiting Keely on a saturday, there are also numerous other stalls:

Why Greg Smith left Goldman Sachs

Greg Smith wrote the essay that echoed across Wall Street like a thunderclap.

Smith was a vice president at Goldman Sachs until March. He announced his departure from the investment bank with a blistering essay in The New York Times, accusing Goldman of routinely deceiving clients and relentlessly pursuing profit at the expense of morality.

And he struck a nerve. The essay, on the Op-Ed page of The Times, went viral in the financial world and beyond. Smith was praised for uncloaking corruption that was crying out to be addressed, and also derided as a disgruntled employee.

Goldman Sachs denies Smith's allegations about deceiving clients. The bank says it took his concerns seriously, thoroughly investigated them, and found no evidence to support them.

Smith's book, "Why I Left Goldman Sachs," is being released Monday. It's a window into a company that is notoriously tight-lipped, with stories about a swaggering place where interns arise for 5 a.m. meetings and business trips mean slapping down $150 for one person's dinner.

What Smith hopes to do, he says, is educate people about how Wall Street works, and fuel a public conversation about what went wrong ethically, and how to fix it. The practices that caused the financial crisis, he says, were never really resolved; they're just lying dormant.

Smith, 33, gave his first text interview to The Associated Press. Excerpts have been edited for clarity and length.

Q: Tell us about March 14, the day you left Goldman. You were working in the London office, and you say you had already cleaned out your desk and had been told the essay would go online at 7 a.m. your time.

A: I get up at 6 a.m., and I type a very heartfelt email to nine people in Europe, including the CEO of Goldman Europe, and express in very personal terms why I'm leaving. I talk about exactly what I thought was wrong with the place, this obvious deceit of clients.

Within five minutes I get an email back from someone on the management committee in Europe who says, "I'm really surprised to hear this. I'm in London today. I'd love to meet with you." I get two voice mails from two other people. And then at 6:57 or 6:58, the piece comes online.

Q: What did the bank do?

A: My work BlackBerry stayed on for about three more hours, and I started getting emails from clients who were saying, "We completely agree with you, we don't trust Goldman Sachs, we do business with you guys with a 'buyer beware' attitude." I started getting text messages from Goldman managing directors who were supportive as well. And Goldman reached out to me in formal fashion and said, "We're sorry to hear you resigned; we'd like to air these concerns out."

Q: The bank denies everything you've charged about its ripping off clients.

A: The thing that disappoints me most is that management is denying there's a problem. Why not try to repair the trust instead? Clients are telling you they don't trust you. There's been an SEC fraud suit that was settled for half a billion dollars.

(The Securities and Exchange Commission accused the bank of selling investments to clients when the bank believed the investments were going to fail. Goldman paid $550 million. It remains the largest SEC penalty paid by a Wall Street firm.)

I'm not some lone voice who thought there was a problem, a change from a client fiduciary model (doing what's best for the client) to use-the-client-to-extract-wealth model. It's a problem that many, many of my colleagues felt and that the public feels as well, borne out in SEC suits and congressional testimonies and clients saying publicly that they don't trust us.

Q: Were you just disgruntled? Maybe you didn't get the bonus or the promotion you wanted?

A: I was actually doing well in my career at Goldman. My bonus, I was told I outperformed my peers by 10 percent. I'm a competitive person, and my goal was to get promoted, and I was told by multiple partners that I was two years away from getting promoted. So it certainly was a goal of mine. And on the compensation side, I was earning a lot of money and had a very good living, so I was grateful for what I was earning. It allowed me to have a good life and to support my family and to do things that I thought were valuable.

Q: But you were at Goldman for almost 12 years, if you start with your summer internship in 2000. Weren't there times when you should have stood up, should have said something about what you thought was morally wrong?

A: I actually made a conscious decision not to sell toxic deals to clients. I didn't think it was the right thing to do, but I also saw the idea that if clients' trust is being burned and they're getting blown up, you're not going to have a career for very long.

Now that does not mean I was not part of a system that was doing things that were unethical. In the book, I try to show some of the conflicts I noticed that gave me pause. For many years, I gave the firm the benefit of the doubt.

It absolutely could have happened quicker. But one can always see things earlier and sooner.

Q: OK, but isn't the purpose of any capitalist company to make money? You certainly made a lot of money at Goldman. (Smith says he made in the "high hundreds of thousands of dollars" in his best years but declines to be more specific. His publisher declines to say what he was paid for the book.)

A: Capitalism should be where everyone competes hard and makes money, in an environment where there is fair play and competitiveness. Right now the system is stacked against everyone else in favor of the banks.

It's a little like a casino. A real casino is regulated and there are cameras everywhere and the casino cannot see your cards. With Wall Street today, the bank can see what every government, every pension fund, every hedge fund in the world is doing. They can effectively see everyone's cards. Then, instead of facilitating the client's will, they're trying to get the client to facilitate their will.

Q: What do you hope to accomplish with your book?

A: People know there's this huge conflict, and that things are being done that are unethical but are not necessarily illegal. But nobody can put their finger on exactly what the problem is. My goal with the book was to write it to a general reader who knows nothing about finance. By the time someone reaches the end of the book, they can say, "I can now speak more intelligently about where the conflicts of interest are, and I can lobby my congressman or I can speak about it more." If people are not educated about what the issues are, they're powerless. That was the problem with Occupy Wall Street ? they didn't know what they were protesting.

Q: The banks are going to say any bad practices were caused by just a few bad actors, and that those guys are gone.

A: This is not some conspiracy of five people sitting in a room plotting to destroy the world. This is far more boring. This is where people have created a perverse incentive system.

If someone can overcharge a client by a million dollars, their leaders are going to say, "Great job, we just made an extra million dollars off this pension fund."

Q: So the endemic part is that people don't speak up?

A: People don't like being asked or compelled to make morally dubious decisions. But unfortunately a lot of people's livelihoods are tied up in this, and it's not an easy thing to unwind. Their lives are caught up in this system where they're sending their kids to private schools ? it's almost like the machine for them is working so well that there's no way to undo it unless you want to change your lifestyle.

Q: Why should we care about what happens on Wall Street?

A: You see a lot of commentary that Wall Street is just rich people gambling with other rich people's money. I want people to know that it ultimately affects everyone. In 2008, banks had to be bailed out and that hits taxpayers. If you're a teacher or a fireman or a charity, and you have an investment fund that is trading with Wall Street, and Wall Street is not being held accountable and behaving ethically, then that directly impacts everyone.

Q: What about the reaction of your family and friends to all this? You didn't tell them about the essay beforehand.

A: No, my mother would have been really upset, and frankly my mother is still very upset. She's mostly worried about how I don't have a job right now. For my parents' generation, the idea of stability is very important, while my generation is a little more idealistic about wanting to actually change things, even if it involves some kind of personal risk. It took me a while to show my mother that I was actually very proud of this.

Astronomers study 2-million-light-year 'extragalactic afterburner'

ScienceDaily (Oct. 22, 2012) ? Blasting over two million lights years from the centre of a distant galaxy is a supersonic jet of material that looks strikingly similar to the afterburner flow of a fighter jet, except in this case the jet engine is a supermassive black hole and the jet material is moving at nearly the speed of light.

Research published over the weekend in the Astrophysical Journal Letters shows the galaxy-scale jet to have bright and dark regions, similar to the phenomenon in an afterburner exhaust called 'shock diamonds.'

A new image of the previously studied jet reveals regularly spaced areas that are brighter than the rest of the jet in a pattern that echoes the way the afterburner from a jet engine has brighter diamond-shaped areas in its general glow.

"One intriguing possibility is that the pattern we see in this cosmic jet is produced in the same way as the pattern in the exhaust from fighter jet engines," said Dr Leith Godfrey, from the Curtin University node of The International Centre for Radio Astronomy Research.

Dr Godfrey said the jets are produced when material falls onto a supermassive black hole at the centre of a galaxy, but many details beyond that remain unknown.

"Massive jets like this one have been studied for decades, since the beginning of radio astronomy, but we still don't understand exactly how they are produced or what they're made of," he said.

"If the brighter patches are caused by the same process in astronomical jets as they are in earthly jet engines, then the distance between them can give us important information about the power of the jet and the density of the surrounding space."

Dr Godfrey said that jets like the one he studied are the largest objects in the Universe, about 100 times larger than the Milky Way.

"If we want to understand how galaxies form and grow, we need to understand these jets. They are extremely powerful and are believed to stop stars forming in their parent galaxy, limiting how big the galaxies can grow and effecting how the Universe looks today," he said.

"This new image of the jet shows detail we've never seen before and the pattern we revealed provides a clue to how jets like this one work," said Dr Jim Lovell, a co-author from the University of Tasmania.

"This particular jet emits a lot of X-rays, which is hard to explain with our current models. Our new find is a step forward in understanding how these giant objects emit so much X-Ray radiation, and indirectly, will help us understand how the jet came to be."

Dr Lovell said that the image had been taken using the CSIRO Australia Telescope Compact Array radio telescope in New South Wales.

Why do so few advisors share a proven retirement strategy? A fairly large number of financial advisors seem to operate with the general hypothesis that when saving for your retirement, you should earlier on (during your working years) directly invest heavily in the stock market, using individual stocks or mutual funds of some sort. Then once you retire, you should switch over to, as they put it, less risky and much safer investments. Many recommend some form of annuity.


While that may sound pretty good on the surface, I believe it?s a major mistake. Here?s a simple reason for my stance. What if the funds you?ve invested via the stock market take a huge plunge right before you?re about to retire? Or what if the market plummets a few years before your retirement and doesn?t bounce back soon enough?

Is what I?m saying here ringing any bells about incidents of recent memory?

The fact of the matter is that the foundation behind this whole idea assumes that during the years of accumulation, the market will do just fine ? and hopes that will actually be the case for you. However, my friend, hope has never been ? and never will be ? a viable strategy for something as vital as your retirement. In my personal practice and through my public speaking, I meet folks almost daily whose retirement finances have been compromised in a big way, due to this approach.

Now let me tell you what I recommend you do. First, it is extremely important to understand and never forget that your retirement is CERTAIN to arrive. As a result, your money must also be certain. One way to ensure that is by utilizing a proven investing approach whereby you link (as opposed to directly investing in) the growth of your assets to a stock market index, up to a certain a cap. This allows you to lock in all of your annual gains so that whenever the market/index drops, you won?t lose anything. If you were to ask me, I?d say this makes a lot more sense, because no one on this planet knows when and by how much the stock market will dip when it inevitably does.

Interesting question here is how come more so-called financial advisors are not exposing their clients to this powerful investing approach? Your guess is as good as mine, but at least now you have a different perspective.

Evolution of new genes captured

ScienceDaily (Oct. 22, 2012) ? Like job-seekers searching for a new position, living things sometimes have to pick up a new skill if they are going to succeed. Researchers from the University of California, Davis, and Uppsala University, Sweden, have shown for the first time how living organisms do this.

The observation, published Oct. 19 in the journal Science, closes an important gap in the theory of natural selection.

Scientists have long wondered how living things evolve new functions from a limited set of genes. One popular explanation is that genes duplicate by accident; the duplicate undergoes mutations and picks up a new function; and, if that new function is useful, the gene spreads.

"It's an old idea and it's clear that this happens," said John Roth, a distinguished professor of microbiology at UC Davis and co-author of the paper.

The problem, Roth said, is that it has been hard to imagine how it occurs. Natural selection is relentlessly efficient in removing mutated genes: Genes that are not positively selected are quickly lost.

How then does a newly duplicated gene stick around long enough to pick up a useful new function that would be a target for positive selection?

Experiments in Roth's laboratory and elsewhere led to a model for the origin of a novel gene by a process of "innovation, amplification and divergence." This model has now been tested by Joakim Nasvall, Lei Sun and Dan Andersson at Uppsala.

In the new model, the original gene first gains a second, weak function alongside its main activity -- just as an auto mechanic, for example, might develop a side interest in computers. If conditions change such that the side activity becomes important, then selection of this side activity favors increasing the expression of the old gene. In the case of the mechanic, a slump in the auto industry or boom in the IT sector might lead her to hone her computer skills and look for an IT position.

The most common way to increase gene expression is by duplicating the gene, perhaps multiple times. Natural selection then works on all copies of the gene. Under selection, the copies accumulate mutations and recombine. Some copies develop an enhanced side function. Other copies retain their original function.

Ultimately, the cell winds up with two distinct genes, one providing each activity -- and a new genetic function is born.

Nasvall, Lei and Andersson tested this model using the bacterium Salmonella. The bacteria carried a gene involved in making the amino acid histidine that had a secondary, weak ability to contribute to the synthesis of another amino acid, tryptophan. In their study, they removed the main tryptophan-synthesis gene from the bacteria and watched what happened.

After growing the bacteria for 3,000 generations on a culture medium without tryptophan, they forced the bacteria to evolve a new mechanism for producing the amino acid. What emerged was a tryptophan-synthesizing activity provided by a duplicated copy of the original gene.

"The important improvement offered by our model is that the whole process occurs under constant selection -- there's no time off from selection during which the extra copy could be lost," Roth said.

The work was supported by the Swedish Research Council and the National Institutes of Health.

GENEVA, Oct 22 (Reuters) - Lance Armstrong was stripped of his seven Tour de France titles and banned for life on Monday after the International Cycling Union (UCI) ratified the United States Anti-Doping Agency's (USADA) sanctions against the American.

The long-awaited decision has left cycling facing its "greatest crisis" according to UCI president Pat McQuaid and has destroyed Armstrong's last hope of clearing his name.

"Lance Armstrong has no place in cycling. Lance Armstrong deserves to be forgotten in cycling," McQuaid told a news conference as he outlined how cycling, long battered by doping problems for decades, would have to start all over again.

"The UCI wishes to begin that journey on that path forward today by confirming that it will not appeal to the Court of Arbitration for Sport and that it will recognise the sanction that USADA has imposed.

"I was sickened by what I read in the USADA report."

On Oct. 10, USADA published a report into Armstrong which alleged the now-retired rider had been involved in the "most sophisticated, professionalized and successful doping program that sport has ever seen".

Armstrong, 41, had previously elected not to contest USADA charges, prompting USADA to propose his punishment pending confirmation from cycling's world governing body.

Former Armstrong team mates at his U.S. Postal and Discovery Channel outfits, where he won his seven successive Tour titles from 1999 to 2005, testified against him and themselves and were given reduced bans by the American authorities.

"It wasn't until the intervention of federal agents...they called these riders in and they put down a gun and badge on the table in front of them and said 'you're now facing a grand jury you must tell the truth' that those riders broke down," McQuaid added.

Armstrong, widely accepted as one of the greatest cyclists of all time given he fought back from cancer to dominate the sport, has always denied doping and says he has never failed a doping test.

He said he had stopped contesting the charges after years of probes and rumours because "there comes a point in every man's life when he has to say, 'Enough is enough'".

WIDESPREAD DOPING

McQuaid, who faced criticism from several quarters for his and the UCI's handling of the affair, said he would not be resigning.

"Cycling has a future. This is not the first time cycling has reached a crossroads or that it has had to begin anew," he said in front of a packed room full of journalists and television cameras.

"When I took over (as president) in 2005 I made the fight against doping my priority. I acknowledged cycling had a culture of doping. Cycling has come a long way. I have no intention of resigning as president of the UCI.

"I am sorry we couldn't catch every damn one of them red handed and throw them out of the sport."

Other issues such as the potential re-awarding of Armstrong's Tour titles and the matter of prize money will be discussed by the UCI Management Committee on Friday.

Tour director Christian Prudhomme has said he believes no rider should inherit the titles given doping was so widespread among the peloton at the time but McQuaid made it clear the decision rested with his organisation, not the Tour.

USADA charged five people over the doping ring. Doctors Luis Garcia del Moral and Michele Ferrari and trainer Pepe Marti have been banned for life while Armstrong's mentor Johan Bruyneel has chosen to go to arbitration along with doctor Pedro Celaya.

Armstrong's last hope that the UCI might not ratify USADA's ruling sprang from long-running dispute between the two bodies over who should handle the case.

In statements issued at the news conference, the UCI continued the feud with USADA despite ratifying its decision.

"Even apart from any discussion on jurisdiction, it would have been better that the evidence collected by USADA had been assessed by a neutral body or person who was not involved in collecting the evidence and prosecuting the defendant," it said.

"This would have avoided both the criticism of a witch hunt against Mr Armstrong and the criticism that the UCI had a conflict of interest."

The UCI also said it had dope tested Armstrong 218 times and the fact he never tested positive and "beat the system" means that other organisations such as the World Anti-Doping Agency should share the responsibility of accepting the results.

USADA chief Travis Tygart issued a statement approving of the UCI's action but warning that more needed to be done.

"Despite its prior opposition to USADA's investigation into doping on the U.S. Postal Service cycling team and within the sport, USADA is glad that the UCI finally reversed course in this case and has made the credible decision available to it," he said.

"This determination to uphold USADA's decision on the U.S. Postal Services case does not by itself clean up cycling nor does it ensure the sport has moved past the obstacles that allowed doping to flourish in the age of EPO and blood transfusions.

"For cycling to truly move forward and for the world to know what went on in cycling, it is essential that an independent and meaningful Truth and Reconciliation Commission be established so that the sport can fully unshackle itself from the past."

In recent years the Tour de France and cycling had looked to be winning the battle against dopers but when asked if the sport would one day be free of the scourge, McQuaid answered: "No."

The International Olympic Committee (IOC) said it would take its time to digest the news amid suggestions that Armstrong could be stripped of his 2000 Sydney Olympics time trial bronze.

"We will study UCI's response to the USADA report and await to receive their full decision including further potential sanctions against Lance Armstrong as well as regarding any ramifications to his case," an IOC official said. Romney ups criticism of Obama's second-term plans

DELRAY BEACH, Fla. (AP) ? Heading into the campaign's final weeks, Republican presidential candidate Mitt Romney is upping his criticism of President Barack Obama's plans for a second term, accusing the Democrat of failing to tell Americans what he would do with four more years. The Obama campaign is aggressively disputing the notion, claiming it's Romney who hasn't provided specific details to voters.

At campaign events, in a new ad and fundraising appeal out Saturday, Romney is setting up the closing weeks as a choice between what he says is a "small" campaign that's offering little new policy and his own ambitious plan to fundamentally change America's tax code and entitlement programs.

The new Romney ad criticizes the president's policies on debt, health care, taxes, energy and Medicare, arguing that Obama is simply offering more of the same. The campaign did not say where the spot would air. The fundraising appeal hits Obama for raising taxes and increasing the debt by $5.5 trillion, repeating the lack-of-agenda criticism.

"Although President Obama won't lay out his plan for a second term, we already know what it will be ? a repeat of the last four years. We can't afford four more years of crushing debt and wasteful spending," Romney says in the letter, adding he has a clear plan to put America on a path to prosperity.

Both Obama and Romney retreated from the campaign trail Saturday to bone up on foreign policy, leaving the work of courting voters to their running mates.

Vice presidential candidate Paul Ryan on Saturday continued the no-agenda theme against Obama at campaign stops near Pittsburgh and in Belmont, Ohio.

"He's not even telling you what he plans on doing," Ryan told a rain-soaked crowd of about 1,100 people at a campground in coal-rich eastern Ohio.

Obama's campaign disputes the notion that the president hasn't outlined a detailed second-term agenda, pointing to his calls for immigration reform, ending tax breaks for upper income earners, fully implementing his health care overhaul and ending the war in Afghanistan.

In a statement sent after Romney's Friday night event, Obama campaign spokesman Danny Kanner ticked through a series of policy items, calling them "just part of President Obama's agenda for a second term."

Obama, at the Democratic National Convention, called for creating 1 million manufacturing jobs over the next four years with a mix of corporate tax rate cuts and innovation and training programs. He has set a goal of cutting the growth of college tuition in half over the next 10 years. He also has called for Congress to pass proposals he made last year that include includes tax credits for companies that hire new workers and funding for local municipalities to hire more teachers, police officers and firefighters.

As for why Republicans would back the same proposals they have already voted against, Obama has told supporters he expects his re-election would "break the fever" on Capitol Hill that led to gridlock during his first term.

Vice President Joe Biden made a diagnosis of his own on Saturday, saying Ryan had caught "Romnesia," the word Obama used the day before to describe what he calls Romney's changing polices.

"That man is contagious," Biden said of Romney, to loud cheers at a campaign stop in St. Augustine, Fla. "Congressman Ryan caught it as well."

He said the Wisconsin Congressman is now giving a new explanation for cuts in the budget he oversaw and passed in the House.

The president's aides are particularly irked by the questions about Obama's second-term agenda, because they say it's Romney who has failed to provide voters with details. They point to his refusal to provide specifics about his tax plan or outline what he would replace the president's health care overhaul with if he makes good on his promise to repeal the federal law.

An independent group backing Obama, though, is trying to renew attention on Romney's tenure at the helm of the private equity firm Bain Capital. The group, Priorities USA Action, is re-airing an ad about an AMPAD plant in Marion, Ind. That spot features former employee Mike Earnest recalling being told to build a stage from which officials of the office supply company later announced mass layoffs.

He says, "It was like building my own coffin." That ad first aired in battleground states in the summer.

Romney aides have said AMPAD was a struggling business to begin with, and Bain overall created many more jobs than were lost.

That ad will air in Colorado, Florida, Iowa, Ohio, Nevada, Virginia and Wisconsin. The new campaign will be in addition to a $30 million effort against Romney policy proposals, the group said.

Monday's debate in Boca Raton, Fla., with its focus on international affairs, is the third and final between the two rivals and comes just 15 days before the election.

Obama left Friday for Camp David, the presidential hideaway in Maryland's Catoctin Mountains, where he is huddled with advisers preparing for the debate. Among those with him are White House senior adviser David Plouffe and senior campaign strategist David Axelrod. Aides say Obama was also being assisted by National Security Adviser Tom Donilon and former Obama aide Karen Dunn.

Romney was also with aides preparing for the debate, spending the weekend in Florida.

Both campaigns are heavily targeting Florida and its 29 electoral votes ? the most of any tossup state. It was the second day of a two-day Florida swing for Biden, which overlapped a two-day swing by Ryan. Romney's wife, Ann, was also in Florida Saturday and First Lady Michelle Obama planned a visit Monday, ahead of the presidential debate that night in Boca Raton. The president is planning at least two days of campaigning in Florida after the debate.

Monday's 90-minute debate will be moderated by Bob Schieffer of CBS News. It will be similar to the first debate, with both men standing at lecterns on a stage. Schieffer has listed five subject areas, with more time devoted to the Middle East and terrorism than any other topic.

While the economy has been the dominant theme of the election, foreign policy has attracted renewed media attention in the aftermath of the attack on the U.S. Consulate in Benghazi, Libya, that killed four Americans, including U.S. Ambassador Chris Stevens.

Obama had ranked well with the public on his handling of international issues and in fighting terrorism, especially following the death of Osama bin Laden. But the administration's response to the Libya attack and questions over levels of security at the consulate have given Romney and his Republican allies an issue with which to raise doubts about Obama's foreign policy leadership.

Romney has spent large amounts of time off the campaign trail to prepare for the upcoming foreign policy debate. Aides say the additional time preparing is well-spent even if it comes at the expense of public events.

"Score" one for stepfamilies (because let's face it- it HAS to be the little things that keep us going. After doing this for a while, I am worn-down and jaded). Anyway, last year BM had her lawyer threaten litigation against the skids' school district if the PTSO didn't remove my name and my kids' names from skids' listings. The principal thought it was ridiculous, but he had to concede as their wording in the PTSO by-laws was "parent or guardian".

Well, that principal and PTSO made something happen! This year, the form actually included a place for "other adults in house" and specified step parents! They apparently changed their by-laws to reflect that not every family is a nuclear family anymore...good for them.

I will not be one bit surprised if that lunatic has her lawyer try to find a loophole in their wording or something. But guess what? I am completely beyond caring at this point. It will just make her look like the sick, sad, beastly mess that she is. A vile creature, our BM! Eye-wink

Asia stocks mixed after US earnings disappoint

(AP) ? Asian stock markets were mixed Friday as disappointing U.S. corporate earnings hurt sentiment and provided a reason to book profits on recent gains.

Japan's Nikkei 225 index rose 0.1 percent to 8,994.63. South Korea's Kospi lost 0.9 percent to 1,941.89. Australia's S&P/ASX 200 rose 0.2 percent to 4,568.90. Hong Kong's Hang Seng added 0.2 percent to 21,556.39. Markets in mainland China, Singapore, Thailand, Indonesia and India were down.

"It is one of those situations where we've had such a big run this week, we are at a stage where investors would be nervous to add onto positions or get fresh entries," said Stan Shamu, market strategist at IG Markets in Melbourne, Australia.

Worse-than-expected U.S. earnings were a negative for Asian markets. Microsoft said net income fell a worse-than-expected 22 percent to $4.47 billion in the fiscal first quarter, which ended Sept. 30. Microsoft shares fell in after-hours trading.

Shares of Internet search trailblazer Google were pummeled after third quarter earnings were released three hours too early by mistake. The results alarmed investors because the company's earnings and revenue fell well below analyst projections. Google's stock price dropped 8 percent, causing $20 billion in shareholder wealth to evaporate.

BB&T bank, Philip Morris International and Boston Scientific also reported results that fell short of forecasts.

An unexpected jump in weekly U.S. jobless claims also hurt sentiment. The U.S. Labor Department reported Thursday that weekly applications for U.S. unemployment benefits jumped 46,000 last week to a seasonally adjusted 388,000, the highest in four months after falling sharply the previous week.

Investors are also looking for more progress from a European summit convened to hash out solutions to the region's debt crisis.

European Union leaders took a crucial step on the opening day of a meeting in Brussels on Thursday by agreeing to create a banking supervisor to oversee institutions in the 17 countries using the euro.

Among individual stocks, electronics maker NEC surged 8.9 percent in Tokyo after the Nikkei business daily reported that the company will likely report a sixfold increase in operating profit for the April-September period, beating forecasts.

The Dow Jones industrial average fell less than 0.1 percent to 13,548.94. The Standard & Poor's 500 index fell 0.2 percent to 1,457.34. The Nasdaq composite index slid 1 percent to 3,072.87.

Benchmark oil for November delivery was up 2 cents to $92.12 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 2 cents to finish at $92.10 a barrel on Thursday.

In currencies, the euro rose to $1.3070 from $1.3061 late Thursday in New York. The dollar rose to 79.29 yen from 79.23 yen.

The multi-ministerial task force set up to draft a national land reforms policy held its first meeting yesterday (17 October).? The government is on a six-month deadline. If it fails to meet it, one lakh landless poor who were scheduled to arrive on foot in Delhi on 28 October will resume the ?jan satyagraha? in March 2013.

On 11 October, the jan satyagrahis called off their march in Agra after the Rural Development Minister Jairam Ramesh signed an agreement with them to address their demands ? land for the landless and home for the poor.

The man leading them PV Rajagopal, founder and president of Ekta Parishad, travelled 80,000 km through 24 states in the last one year mobilizing people fighting for their livelihood, before he began his ?Freedom Walk? from Gwalior on 2 October.

Firstpost spoke to the Gandhian activist on why land, corruption and politics have become inseparable and what impact the high-decibel agitations in the Capital are having on people?s movements across India.

Why has so much corruption seeped into land and control over land?

Land price is going up. And everyone is in search of land. Land is where people want to invest. We say black money and black land.? Black money is put into land. This is how you convert black money into white. Anybody investing in land will get more money in some years time. As a result, the poor and the middle-class can?t buy land. The land prices are up there in the sky.? And only people with too much money can buy it. It is in their interest of keep it there. And so the Tatas, the Birlas, the Poscos, are creating their own land banks.

And this creates room for corruption?

Huge, because anybody who can offer favours in getting land can get a big kickback. So people are making money. Even government officials are making huge money by facilitating this process of acquiring land. Politicians are making money by facilitating this process. The real property dealers are in Parliament. They facilitate huge process of land transfer from one to another. They make huge amounts of money. And they continue to do so because for the next election they need money. And money won?t come by giving land to the poor people.

How can the problem corruption in land be fixed?

This is where probably a national land reforms policy will play a role. It will bring land on the radar. What is happening to land of India, why is it not going to poor people, why has homestead land become so difficult, why is adivasi land being encroached by industrial houses ? all these discussions will happen when you have a policy framework.

So by bringing a policy, you can ask what is happening to the land of nomads, the adivasis and the Dalits. How is all this land ending up in the hands of the powerful? Who is facilitating this process? The success of our movement was bringing the land agenda back to the central stage. Now land has become a hot subject.

There is a climate for agitation in India today. In what way did this help or damage Ekta Parishad?s movement for land reforms?

Let?s say both. What the government did in response was to pass various laws to restrict voluntary and people?s organizations ? such as cancelling foreign funding and so on.? Secondly, because a movement that began as an anti-corruption movement ended with the formation of a political party, people started believing that these people too are politically ambitious. So with government restrictions on one side and misconceptions on the other, this has done quite a bit of damage.? In that kind of climate, the land reform movement had a lot of difficulties in terms of raising resources, in reorganizing its image.

But that is not to undermine the good work they did. They really brought up the issue of black money and corruption. And we appreciate that. On the positive side, it became clear that people in India are not going to take it anymore if the government is not behaving properly. In a country where the government is becoming less and less responsible, the people?s movements are becoming more and more responsible. 2012 will go down in history as a year when social movements played a very important at various levels.

Was the government more sensitive to your demands, given the atmosphere in Delhi today?

I will not say so. One, the government didn?t want one more agitation in Delhi. They had enough of it. They wanted to prevent it.

Second, the government was also trying to send a signal ? that if it is an organized, non-violent and disciplined movement, we don?t mind coming half-way for a dialogue. If it is chaotic, they don?t know how to handle it. They keep away and ask the police to handle it. Even the police don?t know how to handle it. This was poor people of the country, disciplined, using non-violent methods and just walking.

What are the issues that the national land reforms policy must absolutely address?

When we say land reforms, it is very simple. Land for shelter and land for producing food. If I?m living on a piece of land, regularise it in my name. Those who don?t have a piece of land, give them 10 cents of land to put up a shelter.

Before giving land to multinational and national companies, give farmers land to cultivate so he has enough food for his family. We are saying bring a policy that says that land is not only for the powerful but also for the poor. See that land is also delivered to the through a policy framework. It is not charity, where the government gives it when it feels like it. This is where a policy is important.

You have travelled 350 districts between 2011-2012. What are the ground realities that the government is refusing to see?

The government is refusing to see the sufferings of the people. They want to see the glory picture of incredible India, they want to sell it. To some extent they are ignorant. None of them has grassroots experience. Manmohan Singh has never fought an election. Montek Singh has never lived in a village. There is a disconnect in terms of the understanding of ground realities and the kind of projection they want to make of India.

Millions of our people are migrating to cities. And cities are not a place they can live in. They are ending up in slums. Large number people have no shelter. They are completely dependent on land owners, to the extent that they become bonded labourers, the women are being abused. This everyone knows. And politicians should know this.

And what is the risk of continuing to ignore these realities?

The cities are already vulgar. They are not liveable. They are basically plastic and dirt piling up. The cities are only for machos with big vehicles. They can bulldoze everybody. Anyone like Abdul Kalam who is promoting urbanization by 2020 etc should understand that the kind of cities you are making are not liveable. And in order to make these cities, if you push more people from the villages into the cities, you are playing a dangerous game of creating unliveable cities.
Second, violence is increasing. Of course, we read about violence against women, but armed violence is also increasing. You have already of 120 districts covered by armed groups. And when violence increases, not only villages but cities too will be affected.

These two trends are dangerous. Whether it is migration, suicide or guns, end-product is that in the name of development you are creating a country that is hugely violent. I would say a Colombia is in the making.? It is time for us to wake up. Many people are profiting from this violence ? industrial houses, people selling small arms.

Your views on the Land Acquisition Bill

It is more progressive than the first one. But again, it is not a land redistribution bill, it is a land acquisition bill. That is my problem ? without considering land redistribution as a major agenda, the government is acquiring land for industry. Just increasing money doesn?t solve the problem. From across the country, I have collected 800 samples of soil ? these are all land struggles. The farmers say they don?t want to give their land. Why are you forcing us to give our land? Land is dear to people. You shouldn?t treat it like a commodity.

Are you optimistic about the government meeting the six-month deadline on formulating a national land reforms policy?

Yes, I?m optimistic. I don?t begin with suspicions. I will put full faith in the other person. But I?m always prepared to be cheated. (laughs)

The electric and plug-in hybrid car industry is learning the lesson of the mobile phone makers. Instead of allowing a plethora of incompatible charging plugs to sprout up, the Society of Automotive Engineers (SAE) International hopes to forestall confusion by settling on one charging plug design for North America. SAE has selected the J1772 combo plug as the standard, which uses paired couplers to allow for both AC and DC charging using the same plug.

Published this week, the SAE International decision marks the first official charging standard for North American cars. According to SAE, it was the result of consultation with 190 ?global experts? from the automotive, charging equipment, utilities industries and national laboratories.

The J1772 has two charging plugs incorporated into a single design and is said to reduce charging times from as long as eight hours to as little as 20 minutes. It?s based on the 2009 J1772, which had only an AC charging plug. The current version includes a DC plug underneath the AC plug, which means that not only are both options available, but cars with the older J1772 couplings, such as the 2012 Nissan Leaf and 2013 Chevrolet Volt, can still use the new plug.

The dual capability is because AC and DC each have their strengths and weaknesses. AC is easier to access, since it?s mains current and the car's on-board system can rectify it into DC to charge the battery. The problem is that beyond a certain point AC has heating problems for the car, so charging is inherently slow. DC is much faster ? theoretically limitless, but it requires an external charging station. The choice of currents means that car makers don?t need to choose between plentiful but slow, and fast but scarce.

The new standard also sets charging levels and safety features for the plug ? those features include its ability to be safely used in all weather conditions, and the fact that its connections are never live unless commanded by the car during charging.

J1772 beat out its main rival, the Japanese CHAdeMO plug (which is also available as an option for the Nissan Leaf and is used in over a thousand chargers installed in Japan), along with Tesla?s proprietary Supercharger system. Whether the SAE standard will see an end to these rival plugs or the beginning of an automotive version of VHS versus Betamax remains to be seen.
