Bucks F Gooden suspended 1 game for flagrant foul (AP)

MILWAUKEE ? Bucks forward Drew Gooden will miss Milwaukee's first home game for his flagrant foul in the season opener.

The NBA said Tuesday that Gooden had been suspended without pay for that night's game against the Minnesota Timberwolves. Gooden was ejected late in the third quarter Monday for clocking Gerald Henderson in the head with his arm as the Bobcats guard attempted to make a driving layup in Charlotte's 96-95 win.

Gooden scored four points off the bench before his ejection.

The 10th-year veteran averaged 11.3 points and 6.8 rebounds for the Bucks last season.

Syrian opposition calls for UN role to end crisis (AP)

BEIRUT ? With violence continuing, the leader of Syria's main opposition group is urging the Arab League to push for U.N. involvement in seeking an end to the bloodshed.

Burhan Ghalioun, the Paris-based leader of the Syrian National Council, made the plea in a televised speech marking Christmas.

The Arab League has begun sending observers into Syria to monitor its compliance with a plan demanding an end to the regime's crackdown on political opponents. The 22-member bloc has warned that it could turn to the U.N. Security Council to help stop the violence that began in March.

The Arab League plan demands the government remove its security forces and heavy weapons from city streets, start talks with opposition leaders and allow human rights workers and journalists into the country.

DAMASCUS, Syria (AP) ? Thousands of mourners carrying Syrian flags and pictures of the dead took part in a mass funeral Saturday for 44 people killed in twin suicide bombings that targeted intelligence agency compounds in Damascus.

The government of President Bashar Assad said a preliminary investigation pointed to al-Qaida and that the bloodshed and destruction in the capital bolstered its argument that terrorists, rather than true reform-seekers, were behind the anti-government revolt.

The opposition, meanwhile, grew fearful that the regime was taking advantage of the distraction caused by the bombings to move in military reinforcements and prepare for a massive assault on key activist areas in central Syria. Shelling in the city of Homs on Saturday killed at least three people in the Baba Amr district and set several homes and shops ablaze, activists said.

"We believe this is in preparation for a large-scale attack," said Bassam Ishak, secretary-general of the Syrian National Council opposition group.

In Damascus, mourners carried coffins draped in the red, white and black Syrian flags into the eighth-century Omayyad Mosque, where they were placed on the ground for prayers.

"Martyr after martyr, we want nobody but Assad," they shouted in support of the embattled Syrian president.

The government linked Friday's bombings to the uprising against Assad's autocratic rule. They were the first suicide bombings since the unrest began in mid-March, adding new and ominous dimensions to a conflict that has already brought the country to the brink of civil war.

Striking just moments apart, the attackers used powerful car bombs to target the heavily guarded compounds. The explosions shook the capital, which has been relatively untouched by the uprising, and left mutilated and torn bodies amid rubble, twisted debris and burned cars.

Besides the dead, 166 people were wounded.

The opposition has questioned the government's account and hinted the regime itself could have been behind the attacks, noting they came a day after the arrival of an advance team of Arab League observers investigating Assad's bloody crackdown of the popular revolt.

Ishak said he feared the bombings "were orchestrated to distract attention from a massive assault today in Homs."

He said his group reported the information they got from Homs to the Arab League and urged the monitors to head to Homs. "The regime is keeping them in their hotels and delaying their departure for Homs," he told The Associated Press on the phone from Amman, Jordan.

An Arab League statement from its Cairo headquarters on Saturday said Secretary-General Nabil Elaraby condemned the attacks in Damascus but also expressed particular concern for Homs.

"The secretary-general expresses concern over reports that violent acts are on the rise in Homs city and calls for an immediate cessation of such acts," the statement said, warning that the violence will affect the success of the fuller observer mission set to arrive in Damascus Monday.

The government has long contended that the turmoil in Syria this year is not an uprising by reform-seekers but the work of terrorists and foreign-backed armed gangs.

Sheik Said al-Bouti, a prominent pro-Assad clergyman in Damascus, blamed the opposition squarely for the attacks.

"This gift has been sent to us by Burhan Ghalioun and his friends," he said in his funeral sermon Saturday, referring to the head of the Paris-based Syrian National Council.

Women dressed in black wailed Saturday during the funeral procession, which was aired by state-run Syrian TV. Some blamed the emir of Qatar, seen by supporters of Assad as leading the campaign against the regime.

"Those terrorists are funded by the emir of Qatar to kill innocent people, but they won't succeed," cried Fawakeh Shaqiri, 56, who was dressed in black and carrying a Syrian flag.

All the coffins Saturday held the names of the bombing victims, except for six coffins carrying the remains of people who had not been identified.

Syrian officials said a suicide attacker detonated his explosives-laden car as he waited behind a vehicle driven by a retired general who was trying to enter a military intelligence building in Damascus' upscale Kfar Sousa district Friday morning. About a minute later, a second attacker blew up his SUV at the gate of the General Intelligence Agency, the officials said.

Government officials took the Arab League observers to the scene of the explosions and said it supported their accounts of who was behind the violence.

"I wonder, have the covers been removed from the eyes of the Arab League representatives so that they can see who is the real killer and who is the victim?" al-Bouti asked.

The United Nations says more than 5,000 people have been killed since March, when the uprising began and the regime responded by deploying tanks and troops to crush protests across Syria.

In addition to the deaths in Baba Amr Saturday, the British-based Syrian Observatory for Human Rights said the bodies of four people were found dumped on the streets in Houla, also in Homs province. They showed signs of torture on their bodies, it said.

A fifth person was still alive but in critical condition, according to the group.

They had been detained a day earlier by security forces and pro-government thugs.

"The Observatory calls on the Arab League observers to go immediately to the city of Houla to document this flagrant violation of human rights," the group said in a statement.

HARRISBURG ? A?new law signed by Gov.?Tom Corbett?will give the Pennsylvania Insurance Department greater authority to review and disapprove rate increases in the small group market.

?The signing of Act 133 is the first step toward restoring our rate authority and reclaiming control over the regulation of Pennsylvania?s health insurance marketplace from the federal government,? Insurance Commissioner?Mike Consedine?said.

?It also serves as a win for?Pennsylvania?s small businesses, which previously could not take advantage of regulatory protections and were subject to rate increases that were never filed with the department.?

Previously, the department?s review authority in the small group market was limited and only applied to a small portion of products. Act 133, which was Senate Bill 1336, expands the department?s authority to review proposed rate increases of 10 percent or higher that are filed for small group health plans. The bill maintains the department?s full authority to review rates for individual products.

?In order to bring consistency and continuity to the regulation of?Pennsylvania?s health insurance rates, it is necessary to provide the department with this important expanded authority,? Consedine continues.

?Additionally, this legislation serves as a prime example of the need for states to maintain control over their marketplaces in a time of uncertainty in the regulation of health insurance as opposed to ceding it to the federal government.?

Consedine also thanked Senate and House leadership for their stewardship in passing this legislation that ?strikes the right balance between consumer protection and appropriate government oversight.?

(AP) ? One of America's most famous images, a painting of George Washington crossing the Delaware River, got much of the story wrong: The American commander wouldn't have stood triumphantly on a rowboat in daylight, but on a ferry bracing himself against a fierce snowstorm on Christmas night.

That's the historic scene depicted in a new painting that goes on display this week at the New-York Historical Society museum in Manhattan.

"No one in his right mind would have stood up in a rowboat in that weather," artist Mort Kunstler said. "It would have capsized."

He told The Associated Press that he's "not knocking the original" ? the well-known 1851 painting by German-born artist Emanuel Leutze, who Kunstler says "was glorifying Washington using what he knew at the time." But Kunstler said his new piece is aimed at righting the historical mistakes.

Washington and his troops crossed the Delaware from Pennsylvania to New Jersey to mount a surprise attack on Hessian forces at the Battle of Trenton on Dec. 26, 1776. The Americans killed 22 Hessians, wounded 98 and captured nearly 900 while losing only three of their own men. The Hessians were hired by the British to fight against the American rebels in the Revolutionary War.

It was a daring feat led by the man who would become the nation's first president, and boosted the morale of the fledgling American army.

Relying on military experts and historians, plus visits to the river site, Kunstler came up with a list of inaccuracies in Leutze's painting and set out to correct them in his new work.

The most obvious is that Washington would not have used the earliest Stars-and-Stripes flag that appears in the Leutze work; it wasn't adopted until 1777.

Instead of a rowboat, the troops probably boarded a flat-bottomed ferry big and stable enough to carry cannons, plus the horses to pull them, Kunstler said. Such boats were hitched to cables to stabilize them.

The Leutze painting shows the New Jersey shore clearly in the distance. But Kunstler says documents show a storm had swept in that night, bringing freezing rain, hail and snow that would have cut the visibility.

The new painting shows a determined Washington holding onto a cannon, illuminated by a torch as he heads into battle outnumbered and underequipped.

His troops were a ragtag bunch. Instead of military uniforms, they likely wore hunting jackets and wool caps, Kunstler said.

While he was able to verify the weather, time of day and vessel type, the artist said, he based other details like clothing "on probability."

"I don't see any reason you can't make this scene dramatic and exciting ? and historically correct," said Kunstler, an 81-year-old Brooklyn native.

His painting, entitled "Washington's Crossing: McKonkey's Ferry, Dec. 26, 1776," debuts Monday.

Leutze's painting is at the Metropolitan Museum of Art, on the other side of Central Park. But art lovers will have to wait a few more weeks before they can compare the two paintings in real life: The Leutze piece is in storage pending the opening of the new American Wing on Jan. 16.

"It's always been the one work of art people ask for," Met spokesman Harold Holzer said. The museum recently had the painting reframed in the style in which it was first shown in New York in 1895 at a charity benefiting Civil War soldiers.

Leutze "made the scene as dramatic as he could, and it obviously has had an impact on people," Holzer said.

Holzer, who is himself a historian, planned to participate in Monday's presentation of Kunstler's painting.

(AP) ? Comedian Stephen Colbert is offering to pay half a million dollars to help subsidize South Carolina's first-in-the-South GOP presidential primary, as state officials struggle to pay for it, but there's doubt whether it would even be legal.

The Charleston native wrote in an op-ed Thursday in The State newspaper in Columbia that Colbert Super PAC ? a type of political action committee that allows him to raise unlimited amounts of money from corporations, unions and individuals ? will bridge the gap after state Republicans refused to contribute anything above $180,000 collected in candidates' filing fees.

The state Election Commission, which administers South Carolina's voting, has said it has $1 million on hand for the primary but is short of the total $1.5 million price tag. Spokesman Chris Whitmire says the Commission has notified budget officials the state may need to seek permission to run a deficit to fund the primary.

Colbert wrote that he offered make up that $500,000 funding gap after state Republicans ultimately turned down his proposal to pay them $400,000 if they'd name the contest after him. Party officials have confirmed meeting with Colbert earlier this year to discuss a deal that would have renamed the balloting "The Colbert Super PAC South Carolina Republican Primary" in exchange for a check from the comedian.

Colbert says he also wanted to put a question about "corporate personhood" on the January ballot. He seized on the issue after a U.S. Supreme Court ruling eased restrictions on campaign spending by corporations.

Ultimately rebuffed by the GOP, Colbert says he started working with Democrats to get the issue on the ballot, but state Democratic Party Chairman Dick Harpootlian said Thursday that effort also fell through.

State GOP executive director Matt Moore said party officials were skeptical of Colbert from the beginning but entertained his early communications before turning him down.

"Despite our repeatedly saying 'no,' Stephen Colbert, the comedian, seems intent on being involved," Moore said. "It's exactly why we were wary in the first place."

Regardless of the party's position, it would be up to the state whether to accept or reject any offer.

Whitmire said the question of whether a PAC can fund a South Carolina primary is a new one. If the Election Commission were presented with the money and decided to accept it, he said, they would have to ask state Attorney General Alan Wilson to decide if state law permits a political action committee to fund a primary.

Colbert, who did not immediately respond to a message seeking comment, wrote that he will be spending the holidays in his native state and is open to discussions.

"The counties need the money, and Colbert Super PAC wants to give it to you; call it a Christmas Miracle," he wrote. "I'm going to be home in South Carolina over the holidays, so just give me a call. Both state parties have my contact info."

Russian drilling rig sinks off Sakhalin, 51 missing (Reuters)

MOSCOW (Reuters) ? An oil drilling rig with 67 crew on board capsized and sank off the Russian Far East island of Sakhalin when it ran into a storm while being towed, and 51 of the crew were unaccounted for, Russian news agencies reported on Sunday.

Fourteen crew members were rescued alive from the 'Kolskaya' jack-up rig, operated by Russian exploration company Arktikmorneftegazrazvedka, two bodies were recovered and the rest of the crew were missing.

"According to reports from the scene of the rescue operation, the Kolskaya platform has sunk completely," the local head of the Emergencies Ministry, Taimuraz Kasayev, told a news briefing in Yuzhno-Sakhalinsk.

Agencies quoted officials as saying the rig capsized at about 0200 GMT on Sunday around 200 km (125 miles) off the coast of Sakhalin as it was being towed from the eastern peninsula of Kamchatka.

It appeared that the vessel had not been doing drilling work, so no oil spill was likely. The rig's destination was not immediately clear.

While less serious that BP's Macondo disaster, when a blowout caused oil to spew for months into the Gulf of Mexico, the fatal accident will deal a blow to Russia's efforts to step up offshore oil and gas exploration.

Russia has two major offshore projects that are already producing oil off Sakhalin - Sakhalin-1, operated by Exxonmobil and Sakhalin-2, in which state-controlled gas export monopoly Gazprom has a controlling stake.

State-controlled Rosneft this year reached a major deal with Exxon to explore for oil and gas in the Arctic Kara Sea.

Turkey warns France over Armenian "genocide" law (Reuters)

ANKARA (Reuters) ? Turkey warned France on Friday their political and economic relations would suffer grave consequences if the French parliament passed a draft law making it illegal to deny the 1915 mass killing of Armenians in the Ottoman Empire was genocide.

French President Nicolas Sarkozy, a vocal critic of Turkey's long-standing, but slow-moving bid to join the European Union, told Turkey in October that unless it recognized the killings as genocide, France would consider making denial a crime.

The draft law, put forward by a deputy from Sarkozy's party, is due to go before parliament next week and proposes a one-year prison sentence and 45,000 euro fine for denying the killings constitute genocide.

"This proposed law targets and is hostile to the Republic of Turkey, the Turkish nation and the Turkish community living in France," Turkish Prime Minister Tayyip Erdogan wrote in a letter to Sarkozy.

"I want to state clearly that such steps will have grave consequences for future relations between Turkey and France in political, economic, cultural and all areas and the responsibility will rest with those behind this initiative," said the letter quoted by the state-run Anatolian news agency.

Armenia, backed by many historians and parliaments, says some 1.5 million Christian Armenians were killed in what is now eastern Turkey during World War One in a deliberate policy of genocide by the Ottoman Empire.

Ankara denies the killings constitute genocide and says many Muslim Turks and Kurds were also put to death as Russian troops invaded eastern Anatolia, often aided by Armenian militias.

"Turkish-French relations should not be held captive by the demands of third parties," Erdogan said. "This is a sensitive, serious subject."

Erdogan said common sense should come before political calculations, a hint the draft law was aimed at securing the support of 500,000 French voters of Armenian descent in elections due in five months time.

Turkey has increasingly flexed its rising economic and political muscle on the world stage and in the Middle East as its economy continues to show strong growth while western Europe suffers a financial crisis.

The deal averting a government shutdown: Who achieved what? (The Week)

New York ? Congress reached an 11th-hour deal to keep federal agencies running. But the horse-trading isn't over

Just 27 hours before a deadline that could have shut down the federal government at midnight Friday, Democrats and Republicans reached an agreement on a $1 trillion spending bill that will keep the lights on through the end of the fiscal year in September, 2012. They still have to work out the particulars of another sticking point ? a separate measure extending a temporary payroll tax cut and jobless benefits. So what did both parties gain, and give up, to break the impasse? Here, a brief guide:

So, the parties settled their differences?
Not exactly. They still have to work out how to pay for the $120 billion payroll tax cut extension for 160 million workers, to keep it from expiring on Dec. 31. But they got close enough that the White House and Senate Democrats figured it was safe to detach the payroll-tax issue from the spending bill, which they were delaying in an attempt to force the GOP to negotiate. Now Congress can approve the spending bill, and focus on settling lingering differences over the payroll tax.

Who caved?
Both sides gave up a little on the spending measure. "The final bill strips out a Republican amendment to the Treasury budget to reinstate Bush-era restrictions on travel to Cuba" ? something President Obama opposed, says David Rogers at Politico. But it also includes some GOP provisions that are hard for Democrats to swallow, such as one blocking new, greener standards for light bulbs.

Will extending the payroll tax be easy now?
Both sides say a deal is near, although anything can happen. Democrats have reportedly dropped their insistence on offsetting the cost with a surtax on people making more than $1 million a year, which was a dealbreaker for the GOP. But Republicans haven't budged on one provision Democrats have described as a poison pill ? a controversial proposal to expedite the review of the Keystone XL oil pipeline.

?

What happens if they can't agree?
Both sides want to extend the payroll tax holiday. If they let it expire, the portion of Americans' paychecks withheld for Social Security and Medicare will rise 2 percent ? from 4.2 percent to 6.2 percent. In such a scenario, someone making $50,000 would have to pay $1,000 more in payroll taxes. To avoid that, Congress is likely to pass a two-month extension if no long-term agreement is in sight. That way members will be able to head home for the holidays, and put off a final showdown until February.

Foreign investment in China falls in November (AP)

SHANGHAI ? Foreign direct investment in China fell for the first time since 2009 in November, by nearly 10 percent, as weakness in the U.S. and crisis-stricken Europe takes a growing toll on the country's growth.

The $8.8 billion in foreign investment in November was down 9.8 percent from a year earlier, the Commerce Ministry reported. Foreign investment in October climbed 8.8 percent from the year before.

The number of newly approved foreign ventures in November fell 12.9 percent from a year earlier to 2,718, the ministry said.

Foreign direct investment covers spending on physical assets such as factories and excludes financial assets such as stocks.

Actual investment in January through November rose 13.2 percent to $103.8 billion ? slowing from the 15.9 percent increase seen in January to October, when total foreign direct investment was $95 billion.

Investment from the U.S. has dropped 23 percent this year, as of the end of November, to $2.74 billion, though spending by other regions grew or held steady, the ministry said.

Investment from the European Union edged up 0.3 percent from a year earlier to $5.98 billion while investment from Asia jumped 18 percent to $89.6 billion.

In assessing China's trade situation, ministry spokesman Shen Danyang said weak demand due to Europe's debt crisis means China's exporters will face "very severe" conditions in coming months.

The ministry reported a surge in trade with other emerging markets such as Brazil and Russia. China has said it will focus more on boosting exports to those countries to help offset weakness in the West.

As troops leave Iraq, military retains one last role

BAGHDAD ? After the stated end of combat operations last year, and this year?s imminent pullout of all servicemembers under the Defense Department?s direct command, you can forgive anyone for thinking that U.S. military involvement in Iraq is over.

Following years of training and reorganizing the Iraqi army, a mix of 157 servicemembers and Defense Department civilians working for the State Department?s Office of Security Cooperation-Iraq will oversee what they hope will be the next big step: the modernization of three Iraqi army divisions by Dec. 31, 2014.

The effort comes as U.S. officials acknowledge that after years of training the nation?s army and police from the ground up, Iraq continues to face sophisticated threats to its security from Iranian-backed militias and other organized groups.

On Nov. 21, U.S. Forces-Iraq commander Gen. Lloyd Austin told The Associated Press that he thought the Iraqi army didn?t have ?very much of a capability at all to address an external threat.?

Austin and other U.S. officials have also said that while Iraq is nearing an ability to control its internal security, Iranian-allied militias attempting to impose a state-within-a-state, comparable to Hezbollah in Lebanon, pose danger to the country?s stability.

The State Department will have billions of dollars to spend over the next few years in diplomatic, economic and security-related efforts to curb those threats, including $524 million it plans to spend on the OSC-I in 2012.

Most of that budget will go toward life support and private security for up to 763 defense contractors, who will show the Iraqi army how to operate more than $11 billion in weapons and equipment purchased from American companies.

The military contingent within OSC-I, which is weighted more toward senior officers than most units of its size, will oversee the contractors.

After learning how to use the equipment, soldiers in the three divisions will take qualifications tests, much as U.S. soldiers do.

?It very clearly mirrors the same thing I went through as a second lieutenant coming out of ROTC,? said Brig. Gen. Bryan Roberts, OSC-I chief of staff.

The Iraqi army aviation service, air force and navy will receive similar qualifications tests, Roberts added.

Contractors who spoke with Stars and Stripes were generally supportive of the program, but said that success depended on the ability of members of the military arm to work within the Iraqi system, even when they find it cumbersome.

Iraqis have become adept at using American officers as intermediaries to short-cut their own system, said one contractor with three years of experience working with the Iraqi army.

?In the Iraqi army, it might take five days to get something that the U.S. officer is used to having in a day,? said the contractor, who asked for anonymity because he was not authorized to speak by his company. ?Sometimes they get impatient, but they are just going to have to learn how to accept it. They have to allow the Iraqis to learn how to use their own system.?

The training the contractors will provide is included in the prices of acquiring the various weapons systems.

Those systems include 18 F-16 fighter jets; 140 M1A1 Abrams tanks; 24 self-propelled Howitzers; 120 towed Howitzers; six C-130J cargo planes; 15 T-6A fighter training jets; and 12 patrol boats.

Although the State Department operates offices of security cooperation in many other countries, the Iraqi version?s size ? as well as its role in keeping Iraqi security from backsliding ? makes it unique, Roberts said.

?It?s too important to us not to lose what?s been gained over the last nine years,? Roberts said.

Is Triceratops one or three species? Debate rages

Triceratops, with its three large horns and great ruffled headdress, seems distinctive enough, but at one time paleontologists had named more than a dozen different species of the rhinoceros-like dinosaur.

These have been condensed into three recognized species in the Triceratops genus, but some researchers believe that number should be lower still: They suggest there is just one Triceratops, of whom the size and shape of its skull and head ornaments changed as it matured.

"It's important to understand how different dinosaurs grew," study researcher John Scannella, of Montana State University, told LiveScience in an email. "We are learning that many of them underwent considerable transformations throughout development, which leaves the potential for many different-looking growth stages that may be misinterpreted as many different-looking species of dinosaur."

The three species in question are: Triceratops, the classic three-horned, clown-ruffled dinosaur; Nedoceratops hatcheri, which the researchers suggest is an intermediate stage, but is only represented by a single fossil; and Torosaurus latus, which seems to be much larger than Triceratops and of which there are about a half dozen good-quality specimens. In the growth-stage scenario, Torosaurus would be the "old man" of the group.

Not everyone fully agrees with the remodeling, particularly Andrew Farke, a researcher from the Raymond M. Alf Museum of Paleontology in California. "I agree with them on many points? It's just the interpretation that I disagree with," he said, referring to the reserachers' conclusion that the different species are just different growth stages of the same species.

The "holy" trinity
One of the main differences among the three skulls is a set of large holes in the crown of Torosaurus. These holes are much smaller in Nedoceratops and in Triceratops they seem to be absent, though a close examination by Scanella showed evidence of the beginnings of these holes in some Triceratops.

"By cutting up the frills of many Triceratops and examining thin slices under the microscope, it is possible to actually see how the skull changed shape throughout growth," Scannella wrote in an email to LiveScience. "We can actually see incipient holes developing in specimens with solid frills."

The researchers also explained other differences in shape between the skulls, including extra spikes around the edges of the crown in Torosaurus. The researchers believe that these bony protrusions on Triceratops split in two later in life, as the animal matured, appearing more like Torosaurus.

This hasn't been seen in other dinosaurs with similar morphologies, Farke said. "Looking at the growth cycle of other horned dinosaurs, there's no evidence that this number changes as they grow," he said. "The scales don't double in number, they just get bigger."

Tri-Triceratops
Supporting this theory is the lack of juvenile Torosaurus specimens, some researchers say. The fossils discovered seem to fit a normal population curve: few young, few old, but many middle-age animals, as one would expect if you were to take a cross section of a living population, said Robert Sullivan, a researcher from the State Museum of Pennsylvania, who wasn't involved in the study.

Spencer Lucas, another researcher who wasn't involved in the study, from the New Mexico Museum of Natural History and Science, said more samples are needed to prove that these skulls all come from the same species, especially for the less-represented fossils.

"[Scanella] may be right and it is a good idea. It's forcing people to really look at the variation and the differences in anatomy in the different dinosaur fossils," Lucas said. "But he still lacks the silver bullet." A group of samples from the same "bone bed" containing individuals of all different ages would do the trick, Lucas said.

Most of these Triceratops, Torosaurus and Nedoceratops fossils do come from the same area (the Northwestern United States) and the same time frame ? one that covers only about 2-million-to-3-million years ? according to Sullivan.

"It's a really important study, I really think they are on to something, I still have a little problem accepting that Torosaurusis separate, but that's my own point of view," Sullivan said. Insurance offers aren't scams, water expert says | MailTribune.com

Homeowners in Jackson County have been inundated with mailers recently warning them they need insurance in case their exterior water lines break. "I didn't know what it was for, because I'd never heard of it," said Vivian Grabisch, an 85-year-old Medford resident who thought the mailer had something to do with her water bill.

The Medford Water Commission has nothing to do with the companies selling the insurance, but it has received calls from homeowners ? particularly seniors ? about whether the mailers are bogus.

"To be honest, I think the companies are legit," said Laura Hodnett, spokeswoman for the Water Commission.

However, Hodnett said she wouldn't comment on whether it's necessary to pay $5 a month for coverage to repair a broken water line or $9 a month to pay for a broken sewer line. "It's not our position to advise people about insurance," she said.

Hodnett did point out that repairs to water lines from the house to the water meter can run into the thousands of dollars and would be the responsibility of the homeowner.

She noted that other water agencies in the country have established an alliance with companies that offer water-line agreements. "It's something we have never discussed," she said.

The mailers generally warn homeowners that they could face costly charges to fix their exterior water lines.

"Our records indicate your home ... is not covered by water service line coverage," a letter from HomeServe USA states.

The mailers warn that repairs to water lines could run as high as $2,300.

HomeServe offers up to $6,000 in coverage annually, or $3,000 for each water line repair.

Home Emergency Insurance Solutions has a similar monthly fee, but offers up to $3,000 coverage for each leak or up to four calls a year, totaling $12,000 a year.

Both companies offer similar services in other countries.

Although the mailers appear to come from two different companies ? HomeServe USA and Home Emergency Insurance Solutions ? they actually are part of the same company.

The fine print on the mailers indicates the coverage relates only to repairs of the water lines, not to damage caused by water leaks to walls, floors, foundations, landscaping or other problems. So-called "acts of god" also are not covered. Pre-existing damage to pipes may not covered, along with many other exclusions.

A maximum dollar amount is allowed each year, as well as a limit on the size of the pipeline and the number of feet of pipe.

"You have to be careful with these insurance companies because there are a lot of exclusions," Grabisch said.

Before receiving the mailings, Grabisch said she had no idea that water lines on the house side of the meter were her responsibility.

She said she has enough expenses to take care of without worrying about exterior water-line insurance, which she thinks would be of dubious value anyway.

"It's just another big scam, I think," Grabisch said.

The mailers are being sent out because of a change in the way the Oregon Department of Consumer and Business Services, Insurance Division, defines these water line agreements. Before June, the agreements were treated as another form of insurance, but now they are seen as being similar to home warranties.

"They shouldn't be using the word insurance," said Cheryl Martinis, a spokeswoman for the Insurance Division.

Martinis said the warranties on water lines started being offered recently throughout Oregon but have been available in other states for years.

Home Emergency Insurance Solutions sent out mailings in August that still referred to "water line insurance protection."

Myles Meehan, senior vice president of HomeServe USA, said the reference to insurance on mailers sent out in August was phased out. He said newer mailers refer only to HomeServe, not to Home Emergency Insurance Solutions, and they don't mention insurance.

He said his company purchases mailing lists for areas to help determine where to mail flyers.

"We certainly aren't targeting seniors," he said.

Though water line agreements contain exclusions, Meehan acknowledged, the company would repair aging pipes that have sprung a leak, as well as pipes broken after being frozen. The company will not thaw out frozen lines, though, he said.

Other damage related to water line leaks, such as a subsiding foundation, might be covered in a general homeowner's policy, he said.

Meehan said water line insurance would appeal to people who are not handy or aren't familiar with local plumbers.

"You're either insurance-minded or you're not," he said.

A nation of willing guinea pigs?

FOR decades, the UK's National Health Service has provided medical care to the country's citizens. The records of that care ? given to some 62 million British citizens, at last count, constitute a cache of medical data of incomparable scale and depth. This week, Prime Minister David Cameron announced plans to open up large parts of that database to anyone who wants it.

Cameron's idea, part of a package designed to stimulate the faltering British pharmaceuticals industry, is that researchers will mine this treasure trove to investigate genetic and lifestyle clues to the causes of diseases, including cancer and dementia, and to identify patients who might benefit from new drugs.

This is not the first time a government has made such a proposal. During the 1990s, Iceland's government wanted to compile a database of medical records, DNA samples and genealogical records for the country's entire population. But the plan foundered in the face of fears that it would compromise patient confidentiality ? and that may yet stymie this latest proposal. While the data will be anonymised and patients will be able to opt out, critics argue that few will exercise that right, and confidentiality can be hard to guarantee when such specific details are at issue.

Are they right to be worried? The reality is that academics, companies and charities have been mining the reams of patient data accumulated by the NHS for decades. The UK Association of Cancer Registries, for example, has been extracting and analysing cancer data for 40 years without a single recorded breach of confidentiality.

Nor is public opposition necessarily entrenched. Many Icelanders subsequently handed over intimate medical information to a company called deCODE Genetics while the UK Biobank has enrolled more than half a million volunteers.

It remains to be seen whether such efforts will offer truly valuable insights, but massive data-gathering initiatives represent one of the best options we have for tackling complex diseases. While Cameron's job is to ensure the UK benefits scientifically and commercially from any such databank, any advances will ultimately be of value right around the world. The idea deserves support.
